  CS FOR SENATE BILL NO. 88(CRA):                                              
                                                                               
       An  Act relating  to  grants  to municipalities,  named                 
                                                                               
                                                                               
       recipients,     and     unincorporated     communities;                 
       establishing  capital  project matching  grant programs                 
       for  municipalities  and   unincorporated  communities;                 
       establishing  a  local  share  requirement for  capital                 
       project grants to municipalities, named recipients, and                 
       unincorporated  communities;  and   providing  for   an                 
       effective date.                                                         
                                                                               
  CO-CHAIR DRUE PEARCE announced that  CSSB 88(FIN) work draft                 
  "J" dated April 14, 1993 had been previously adopted and was                 
  before the committee.                                                        
                                                                               
  SENATOR GEORGE  JACKO MOVED for adoption of  amendment #3 as                 
  amended dated April 21, 1993.                                                
                                                                               
  SENATOR STEVE RIEGER  OBJECTED and asked for  an explanation                 
  of the  amendment.    Co-chair  Frank said  that  under  the                 
  Governor's capital  matching grant program,  the communities                 
  would  submit  lists   to  the  Governor  and  then  to  the                 
  legislature   for   approval.     He   explained  for   this                 
  transitional year only, this clause  would allow communities                 
  to submit projects  to OM&B or  the Governor's office  after                 
  the grantee  has made the request and the legislator(s) from                 
  the area had given approval to  the project.  Senator Rieger                 
  voiced  his  concern over  appropriating  a lump  sum  to be                 
  allocated by OM&B for unspecified  projects.  Senator Rieger                 
  MAINTAINED his OBJECTION.                                                    
                                                                               
  Co-chair  Pearce  asked for  a show  of  hands.   The motion                 
  CARRIED on a vote of 6 to 1, and Amendment #3 was ADOPTED as                 
  AMENDED.   (Senators Frank, Pearce, Jacko,  Kelly, Kerttula,                 
  and  Sharp  supported  the  amendment.  Senator  Rieger  was                 
  opposed.)                                                                    
                                                                               
  Senator Kerttula  MOVED that  CSSB 88(FIN)  as amended  pass                 
  from  committee   with  accompanying   fiscal  notes.     No                 
  objections being raised,  CSSB 88(FIN)  was REPORTED OUT  of                 
  committee  with  zero   fiscal  notes   for  the  Dept.   of                 
  Environmental  Conservation, the  Dept.  of Labor,  and  the                 
  Dept. of Commerce  & Economic Development, two  fiscal notes                 
  for the Dept.  of Community &  Regional Affairs -- #672  for                 
  $10.0  and   #684  for   $103.3,  one   for  the   Dept.  of                 
  Administration for  $107.8, and  one for all  municipalities                 
  showing a percent.   Co-chairs Pearce and Frank voted  a "do                 
  pass"  recommendation.    Senators Jacko,  Kelly,  Kerttula,                 
  Sharp, and Rieger voted "no recommendation."
